La Junta de Andalucía llamó a 526 almerienses que estaban en la bolsa de trabajo de la administración para ofrecerles trabajar en el servicio de vigilancia de las playas con motivo de la pandemia del covid-19 este pasado verano, pero de ellos solo 56 aceptaron el empleo.

En Almería, se han contratado 660 vigilantes, de los cuales en la Bolsa de laborales del Grupo V de Personal de Servicios Generales había 526, y 96 para puestos de Vigilantes. De éstos, después del anuncio publicado el 4 de junio de 2020, y los llamamientos han sido por teléfono a las 526 personas de la bolsa, como hemos indicado, solo el 10,6% respondió afirmativamente.
Para el resto de las plazas se publicaron anuncios en la Web del Empleado Público, y eso, en el caso almeriense, fue el 5 de junio de 2020, desde las 10:16 horas hasta las 11:59 horas, y fueron recibidas 16.410 llamadas, lo que supone 160 al minuto.

El Decreto-ley 14/2020, de 26 de mayo, establece en su artículo 4 la regulación de la dotación de recursos destinados al uso seguro de las playas con motivo del COVID-19, disponiendo que la Administración de la Junta de Andalucía, con el fin de facilitar el cumplimiento de las condiciones para el uso de las playas previstas en el artículo 46 de la Orden del Ministerio de Sanidad SND/414/2020, de 16 de mayo, para la flexibilización de determinadas restricciones de ámbito nacional establecidas tras la declaración del estado de alarma en aplicación de la fase 2 del Plan para la transición hacia una nueva normalidad, y de conformidad con lo previsto en el artículo 83 de la Ley 5/2010, de 11 de junio, de autonomía local de Andalucía, podrá suscribir convenios que tengan por objeto la prestación, por su personal, de los servicios necesarios para colaborar y asistir a los Ayuntamientos de los municipios costeros de la Comunidad Autónoma de Andalucía en el adecuado desarrollo y ejecución del plan de contingencia ante el COVID-19, previsto en la disposición transitoria primera del Decreto-ley 12/2020, de 11 de mayo, por el que se establecen medidas urgentes y extraordinarias relativas a la seguridad en las playas, medidas administrativas en el ámbito educativo, y otras medidas complementarias ante la situación generada por el coronavirus (COVID-19), así como la dotación de bienes o elementos de protección civil para su uso por la entidad local en el ejercicio de competencias relacionadas con el Capítulo I del citado decreto-ley.

Y en el apartado 2 de dicho precepto se concreta que las necesidades de efectivos que en la Administración de la Junta de Andalucía y en las entidades de su sector público, sean precisas para garantizar el adecuado cumplimiento y ejecución de los Convenios a que se refiere este artículo podrán cubrirse mediante la contratación de personal laboral temporal de conformidad con el procedimiento previsto en los apartados 5, 6 y 7 del artículo 13 del Decreto-ley 3/2020, de 16 de marzo.
Conforme al contexto normativo y de emergencia sanitaria descrito, las contrataciones de personal laboral temporal efectuadas en aplicación del Decreto-ley 14/2020, de 26 de mayo, por el que se establecen diversas medidas de reactivación del sector de la hostelería, restauración, ocio y esparcimiento, así como de apoyo a las Entidades Locales para contribuir a la apertura de playas, se han realizado con sujeción a los procedimientos de emergencia previstos en el artículo 13 del Decreto-ley 3/2020, de 16 de marzo, y con respeto a las bases contenidas en la Resolución de 14 de abril de 2020, de la Dirección General de Recursos Humanos y Función Pública.

De este modo, en el marco del Plan de Empleo para Playas Seguras 2020 y dada la urgencia con la que había de producirse la incorporación efectiva de este personal a sus respectivos puestos de trabajo, resultaba absolutamente necesario acudir al procedimiento de emergencia establecido en la Resolución de 14 de abril de 2020, de la Dirección General de Recursos Humanos y Función Pública.
