«Estamos hartos de advertir al equipo de Gobierno del PP que no puede abusar, tal y como viene abusando durante los últimos años, de los reconocimientos extrajudiciales de crédito, y en 2021 han vuelto a superarse a sí mismos». Así se ha expresado el portavoz del Grupo Municipal de Ciudadanos (Cs) en el Ayuntamiento de Almería, Miguel Cazorla, tras señalar que, sólo en 2021, el ejecutivo del PP ha superado los 3,2 millones de euros en reconocimientos extrajudiciales, una cifra que el concejal naranja no ha dudado en calificar de «disparate» y «despropósito».
En ese sentido, Cazorla ha recordado la postura de Ciudadanos. «Siempre que se recurra al reconocimiento extrajudicial para hacer frente a cuestiones imprevistas y sobrevenidas, mi partido los apoyará. Pero cuando, como parece ser costumbre en esta casa, se use esta figura para hacer frente a pagos perfectamente previsibles con un mínimo de gestión, nuestro voto será en contra», ha señalado.

Tal y como ha recordado el edil liberal, durante el ejercicio de 2019, es decir, antes de irrumpir la pandemia, el Ayuntamiento de Almería aprobó casi un millón de euros (937.000 euros) en reconocimientos extrajudiciales de crédito. Durante 2020, ese montante se disparó hasta los 4,6 millones de euros. «La cifra es desorbitada, pero tiene su explicación, ya que la covid19 apareció para cambiarnos la vida a todos, y se tuvo que hacer frente a múltiples gastos y planes de actuación que no podían preverse en un principio. Pero que en 2021, teniendo la experiencia adquirida durante 2020, la cifra de reconocimientos extrajudiciales de crédito sea de 3.218.000 euros, no tiene justificación alguna».

Cazorla ha vuelto a mostrar así su rechazo al exceso de reconocimientos extrajudiciales de crédito «motivados por una falta de previsión en la gestión». «Hablamos de una herramienta —ha ahondado— pensada para cuestiones sobrevenidas, pero no para asuntos que podían haberse previsto, como venimos diciendo desde hace años. Sólo en el último pleno, el equipo de Gobierno aprobó 222.000 euros en reconocimientos extrajudiciales para hacer frente a facturas muchas de las cuales eran perfectamente previsibles».
