De facto, el Gobierno de Moreno Bonilla ha procedido a la eliminación del derecho de la ciudadanía a ese acceso universal a la sanidad que promulga la ley. Y lo ha hecho utilizando un método análogo al del síndrome de la rana hervida: lentamente, pero de forma progresiva, de tal manera que el daño ocasionado solo ha podido ser percibido cuando ya es demasiado tarde.
La falta de previsión y de reacción, una vez que el problema era evidente, deja en muy mal lugar al presidente andaluz y también a todos los que en este momento, lejos de reconocer el problema que tiene la sanidad pública andaluza, se desviven por justificar el colapso al que ha llegado.

El deterioro de la atención primaria, a estas alturas, es de tal magnitud que nada ni nadie puede discutírselo al que persiste, frente a todas las adversidades, en sacar cita para su médico o la pediatra de sus hijos sin conseguirlo. Los profesionales sanitarios –sobrepasados por la carga de trabajo y la falta de descanso– son, junto a los pacientes, las grandes víctimas del Gobierno andaluz, que se ha mostrado incapaz de resolver el problema que ha generado y del que solo puede salir si escucha el clamor de una calle que no se resigna, que no tolera, que peleará por que le devuelvan aquel derecho conquistado hace ahora 36 años.
