En una situación de escasez de recursos hídricos, cada vez más patente en algunas regiones, y con previsiones de reducciones e irregularidades en la disponibilidad del mismo en el futuro, se hace más evidente la necesidad de realizar una planificación hidrológica que facilite una gestión eficaz y sostenible del agua, recurso escaso con el que debemos compatibilizar el desarrollo socioeconómico con los objetivos ambientales.

Así, volviendo a la ley de aguas, el artículo 40.1 del TRLA establece que la planificación hidrológica tiene como objetivos generales conseguir el buen estado y la adecuada protección del dominio público hidráulico y de las aguas objeto de esta Ley de Aguas, la atención a su demanda, el equilibrio y armonización del desarrollo regional y sectorial, incrementando las disponibilidades del recurso, protegiendo su calidad, economizando su empleo y racionalizando sus usos, en armonía con el medio ambiente y los demás recursos naturales. Nuestro acervo regulador, cultural e histórico, pivota sobre la escasez e importancia que se le ha dado al agua en nuestro país, desde las primeras normas de mediados del siglo XIX o la creación de las Confederaciones Hidrográficas en 1926, a las más recientes, con los requerimientos de la Directiva marco de Agua y los problemas cada vez más frecuentes de sequías e inundaciones. La experiencia acumulada de nuestro país en la gestión de los recursos hídricos, en el momento en el que deberíamos tener finalizado el tercer ciclo de planificación hidrológica (2022-2027), siempre ha puesto de manifiesto la necesidad de ser eficientes en el uso y disponer de una serie de infraestructuras para poder garantizar agua en cantidad y calidad. Algunas comunidades autónomas, conscientes de todas estas necesidades, han trabajado para alcanzar acuerdos con proyección en el futuro. Por ejemplo, durante esta legislatura, en Andalucía se impulsó un Pacto Andaluz del Agua con el máximo consenso de las fuerzas políticas representadas en el Parlamento de Andalucía, los agentes económicos y sociales, las organizaciones ecologistas, las plataformas ciudadanas en defensa de la gestión pública del agua y el conjunto de la sociedad andaluza. Pero, independientemente del esfuerzo financiero y de planificación realizado por la Junta de Andalucía para sus cuencas internas, con una problemática que no existe en otras zonas de España, la región está pendiente de la ejecución de obras de interés general del Estado que se necesitan de forma urgente. La excepcional situación de sequía que azota gran parte de la comunidad andaluza ha puesto de manifiesto esa urgencia por ejecutar las obras pendientes, más necesarias que nunca. Por este motivo, la Junta de Andalucía ya ha solicitado la coordinación con la Administración del Estado para abordar posibles actuaciones, tanto de emergencia frente a la sequía como sobre infraestructuras pendientes, y sobre el reparto de los fondos de Recuperación y Resiliencia Next Generation, que son una oportunidad única e irrenunciable para poner a disposición de los andaluces las fuentes hídricas adicionales que necesitan y que tantos años llevan esperando.
Es el momento de que salgan adelante, entre otras actuaciones que son de interés general del Estado, las conducciones de Rules y Siles, el túnel de San Silvestre, la presa de Alcolea, el trasvase del Tinto-Odiel-Piedras, las obras pendientes de las ampliaciones de las desaladoras de Dalias y Carboneras, y la puesta en marcha de la infraestructura del Almanzora en Almería, la presa de Gibralmedina, el saneamiento integral de la Costa del Sol, los regadíos del Genil-Cabra y las infraestructuras para la mejora en la eficiencia del uso del agua en el cultivo del arroz (Sevilla). Estas actuaciones, además de ser un compromiso con la región y poner la política del agua al servicio de las estrategias y planes sectoriales, como demanda el TRLA, permitirían un impulso al sector agrario, desarrollando todo su potencial, si bien esta exige otros compromisos por parte del Gobierno de la Nación, como un correcto reparto de los fondos de la Política Agraria Común y un verdadero apoyo a la digitalización y la innovación del conjunto del sector agroalimentario, de modo que se asegure la competitividad de la economía de la región. Por todo ello, el Grupo Parlamentario Popular presenta la siguiente Proposición no de Ley «El Congreso de los Diputados insta al Gobierno a:
