El delegado territorial de Inclusión Social, Juventud, Familias e Igualdad en Almería, Francisco González Bellido, ha destacado que “esta decisión viene a demostrar con hechos el compromiso del Gobierno andaluz con las políticas sociales y, en concreto, con la población más vulnerable de nuestra tierra”. Las pensiones no contributivas tienen la cuantía más baja de las reconocidas por el Sistema de la Seguridad Social y esto, unido a un también bajo nivel de rentas, lleva a considerar a este colectivo en riesgo de exclusión social. Ante esta situación, se determina conveniente el establecimiento de la ayuda económica complementaria para este colectivo. La cuantía individual del complemento para las pensiones no contributivas pasa de los 148,81 euros a 162,20 euros para 2023. Para su abono, será un requisito ser persona perceptora de pensión de jubilación o invalidez en sus modalidades no contributivas y tener esta condición a 31 de diciembre de 2022, así como tener la vecindad administrativa en territorio andaluz. De esta ayuda se beneficiarán en torno a 6.500 personas en la provincia de Almería.

En el caso de las personas beneficiarias del Fondo de Asistencia Social y del Subsidio de Garantía de Ingresos Mínimos, la cuantía individual de estas ayudas se fija en 1.568,64 euros para todo el próximo año frente a los 1.439 de 2022. Asimismo, se establece como requisito ser persona perceptora de esta pensión asistencial o tener reconocido el subsidio durante los tres meses anteriores a las fechas establecidas para su pago y residir en Andalucía. Por otra parte, el Fondo de Asistencia Social, con origen en 1981, quedó suprimido en 1992, por lo que únicamente perciben esta ayuda las personas que la tuviera ya reconocida anteriormente. Asimismo, el Subsidio de Garantía de Ingresos Mínimos creado en 1982 fue derogado en 1991 con la salvedad de que las personas beneficiarias continuaran con el derecho de percepción siempre que siguieran reuniendo los requisitos exigidos y no optasen por pasar a percibir pensión no contributiva de la Seguridad Social.
