El personal, contratado por la Administración General del Estado, forma parte del dispositivo especial de coordinación operativa de la Operación Paso del Estrecho y tienen como objetivo hacer más cómodo, fluido y seguro el tránsito de los ciudadanos magrebíes por el puerto de Almería. La gestión correcta del Paso del Estrecho pretende, fundamentalmente, evitar situaciones de largas esperas y falta de servicios elementales que conllevarían posibles situaciones de desorden público y problemas de índole social y sanitario.
