Según la página web de la AEMET, el aviso amarillo significa que no existe riesgo meteorológico para la población en general, aunque sí para alguna actividad concreta. El aviso rojo significa que el fenómeno meteorológico previsto es extremo y muy peligroso, con un nivel de riesgo para la población muy alto. Los avisos se activan en función de la intensidad y la rareza del fenómeno, así como de la zona geográfica donde se produzca.
Por ejemplo, una nevada de 20 centímetros puede suponer un aviso rojo en una zona donde no suele nevar, pero solo un aviso amarillo en una zona donde es habitual.
