Por otro lado, según la propia Seguridad Social, los ingresos totales en el mes de julio de 2023 fueron de 21.123 millones de euros, un 7,8% más que en el mismo mes del año anterior. De esta cantidad, 19.978 millones correspondieron a cotizaciones sociales, un 8% más que hace un año. Sin embargo, hay que tener en cuenta que el sistema de Seguridad Social no solo se ocupa de las pensiones contributivas, sino también de otras prestaciones no contributivas o asistenciales, como el Ingreso Mínimo Vital (IMV), las pensiones no contributivas o las prestaciones familiares. Estas prestaciones suponen un gasto adicional para el sistema que no se financia con las cotizaciones sociales, sino con transferencias del Estado o con recursos propios del sistema. No es el momento ahora de analizar si han de seguir pagándose o no, que es otro debate, pero lo que está claro es que las contribuciones de los trabajadores a la Seguridad Social solo deberían tener como fin cubrir a los contribuyentes y sus beneficiarios, y el resto -insisto porque es la clave- debe ser asumido por los PGE.
Según los datos del Ministerio, el gasto en prestaciones no contributivas y asistenciales ascendió en agosto de 2023 a 1.072 millones de euros, un 6% más que en el mismo mes del año anterior. El número de beneficiarios fue de 1.189.722, un 4% más que hace un año. La prestación media fue de 900,66 euros mensuales, un 1,9% más que en agosto de 2022. Basta mirar esos números para comprender que los no contribuyentes crecen a mayor ritmo, y que como sus pensiones son más bajas, suelen revalorizarse por encima de las contributivas. Eso habrá a quien le parezca bien, y a quien le parezca mal, pero no es la Seguridad Social quien debe abonarlo con sus fondos propios, a no ser que sigamos engañándonos, transfiriéndole dinero desde los PGE a la "caja común" en vez de pagarlo directamente.

Esto significa que el sistema tiene que hacer frente a un gasto extra que no se corresponde con su naturaleza contributiva y que supone una carga para su equilibrio financiero. Por eso, una medida necesaria para garantizar la sostenibilidad del sistema es separar las fuentes de financiación y trasladar el gasto asistencial a los Presupuestos Generales del Estado (PGE). De esta forma, se liberaría al sistema de Seguridad Social de una parte importante del gasto y se reforzaría su carácter contributivo. Es decir, no se trata de eliminar esas prestaciones, sino de abonarlas con cargo a los PGE directamente, porque es donde deben estar, porque los contribuyentes a la Seguridad Social también contribuyen mediante el IRPF o el Impuesto de Sociedades y otros tantos.

En conclusión, el sistema de pensiones español es sostenible si se adoptan las medidas adecuadas para garantizar su equilibrio financiero y su adecuación social.
