Luis Esteban nació en Zaragoza e ingresó en 1995 en la Policía Nacional en la categoría de inspector. Ascendió a inspector jefe en el año 2010 y a comisario en 2016. Es comisario principal desde el mes de junio del pasado año 2023.

A lo largo de su trayectoria profesional ha asumido diferentes responsabilidades operativas en distintas provincias andaluzas como Cádiz y Huelva. Entre 2003 y 2013 fue jefe de Grupo Operativo en la Jefatura Superior de Cataluña hasta que fue nombrado jefe de la comisaría local de Manacor.
En el año 2022 fue nombrado jefe del GEO/GOES, cargo que ocupaba hasta su nombramiento como jefe superior de Policía de Andalucía Oriental. Luis Jesús Esteban es licenciado en Derecho y posee diferentes condecoraciones y reconocimientos a su carrera profesional. Entre sus reconocimientos cuenta con la Cruz al Mérito Civil y la medalla de honor de la Policía Nacional francesa entre otros distintivos.
