A la pregunta genérica relativa a las "concesiones de agua en la provincia de Almería" formulada por el parlamentario socialista por Almería, Mateo Hernández, el consejero de Agricultura, Pesca, Agua y Desarrollo Rural, Ramón Fernández Pacheco, ha sido concreto en su contestación en la comisión correspondiente.

Frente a la acusación de inacción, o de lanzar balones fuera, el consejero detalló que desde el año 2020, se han resuelto 58 expedientes: 13 de forma favorable, 9 de forma desfavorable, 35 archivados y uno con resolución de vuelta a tramitación. Actualmente, hay 60 nuevas solicitudes en distintas fases de tramitación. Todos los expedientes de concesión están avanzando por parte de la consejería. "Ahora trabajamos de la mano de los regantes, junto con el territorio, y con buena gobernanza, un concepto que siempre es importante" aseveró el consejero.
Luego entró en detalle, una por una, comenzado por la concesión de uso de agua desalada de la desaladora de Carboneras, el consejero recordó que se presentó el proyecto definitivo en la consejería "la semana pasada por parte de los regantes y se está revisando". Las cuencas son competencia de la Junta de Andalucía, pero las desaladoras son de interés general del Estado, "por lo tanto, no es cierto que la competencia para que esas concesiones salgan adelante sea exclusiva de la Junta" aclaró Fernández Pacheco.

En la solicitud de concesión de agua desalada para el Levante almeriense y en la del Bajo Almanzora, "estamos trabajando con los regantes en la definición del parcelario, que todavía no es definitivo". Respecto a la concesión de uso de agua desalada por parte de la comunidad de usuarios del río Aguas, se está subsanando la solicitud que se hizo, y "como he dicho, trabajamos de la mano de los regantes y del territorio para tomar las mejores decisiones".
Respecto a la concesión de uso de agua desalada por parte de la Junta Central de Usuarios del Poniente, la desaladora de Dalías, el parcelario definitivo "se presentó también la semana pasada" en la Delegación Territorial y se está revisando, pero "confiamos en que esté bien y pueda seguir con su tramitación".

En cuanto a la puesta en marcha de la desaladora del Mar de Alborán, que se presentó en el Congreso, está en la última fase del expediente de concesión. Esa desaladora es privada, no es ni del Estado ni de la Junta de Andalucía "por lo tanto, nosotros no somos promotores". En ese sentido añadió que "estaban pendientes de una infraestructura eléctrica que ya ha comenzado". Se firmó el contrato con Aqualia para darle al menos dos megawatios y "estamos pendientes también de algunos informes del Ministerio para la Transición Ecológica, especialmente de la Dirección General de Costas, necesarios para que esa desaladora pueda arrancar".

La solicitud de concesión de CECUAL, de Cuatro Vegas, de la zona del Bajo Andarax, se concedió en el año 2017, "pero fue anulada por una sentencia judicial", y recordó el consejero que "no hablaremos de las consecuencias personales que tuvo para algunos de los que se presentaron en el Congreso y para algunos de los dirigentes que había en aquella época en la Delegación Territorial". Ahora mismo, la consejería está a la espera de una nueva solicitud. Para que toda la Vega de Almería pudiera seguir con su actividad, "se dio una autorización temporal hace unos meses, pero la comunidad aún no ha presentado el proyecto definitivo ni la solicitud definitiva".

La Junta de Andalucía, según detalló Fernández Pacheco ha triplicado la inversión en materia de agua, tanto a nivel general como en Almería. Mientras que el Partido Socialista había ejecutado 123 millones, con el PP se ha invertido 377,9 millones.
