Juan Espadas, actual secretario general, ha expresado su deseo de optar a la reelección. Este propósito fue reafirmado el mismo día en que anunció las fechas propuestas para el congreso ante la Comisión Ejecutiva Regional y el Comité Director del PSOE-A.
Espadas hizo este anuncio tras concluir el 41º Congreso federal del PSOE en Sevilla, donde defendió tener "un proyecto para Andalucía". Aclaró que está dispuesto a escuchar otros proyectos alternativos, enfatizando que "para eso están las primarias y los congresos".

En una entrevista reciente, Espadas reiteró su intención de presentarse como precandidato para continuar al frente del PSOE-A. Al ser cuestionado sobre quienes le sugieren "generosidad" y que se retire para evitar primarias, él respondió que los Estatutos del partido prevén dicha votación entre militantes, indicando que "las primarias hay que saber hacerlas para fortalecer al partido".
Además, mencionó la posibilidad de llegar a un acuerdo para presentar una lista única antes o durante el proceso. Recientemente, algunos representantes socialistas han solicitado un cambio en el liderazgo del PSOE andaluz. Sin embargo, no han propuesto nombres concretos como alternativa a Espadas. El calendario hacia el XV Congreso Regional establece varias fechas importantes. Después del periodo para presentar precandidaturas, se abrirá entre el 11 y 18 de enero la fase para recoger avales necesarios para proclamarse candidatos entre el 18 y 20 de enero.
Si existen múltiples candidaturas se llevarán a cabo primarias con una campaña informativa entre el 21 y 31 de enero. La primera vuelta está programada para el 1 de febrero; si es necesaria una segunda vuelta será el 8 del mismo mes.

A partir del 22 de enero se enviará la Ponencia Marco junto con un informe sobre la gestión regional. Las asambleas locales para elegir delegados tendrán lugar entre el 2 y 7 de febrero. Las convenciones precongresuales se celebrarán entre el 8 y 10 de febrero.
Finalmente, se ha establecido que la memoria con las enmiendas será enviada a los delegados el 12 de febrero.
