Se da la circunstancia de que, con anterioridad a la entrada en vigor del actual contrato, la compañía Trasmediterranea S.A. prestaba en régimen de libre mercado un servicio de tres rotaciones entre Almería con Melilla. A partir de la entrada del actual, en la medida en que esa misma empresa ha resultado adjudicataria del lote de trayectos Melilla-Almería y Melilla-Motril, ha dejado de prestar el antedicho servicio en régimen de libre mercado, sin que lo haya asumido ninguna otra naviera, razón por la cual el número de rotaciones totales entre la Ciudad Autónoma y Almería se ha visto reducido, pero no a causa del contrato, que sigue contemplando las mismas, como se ha indicado. Por ello, la disminución de la oferta de trayectos entre Almería y Melilla ha obedecido a criterios de mercado, ajenos al Ministerio de Transportes y Movilidad Sostenible, en tanto que la oferta bajo contrato desde Almería se mantiene.

En cuanto al transporte aéreo, el Gobierno responde de modo similar, negando su capacidad para intervenir, ya que en la Unión Europea está liberalizado y son las compañías aéreas las que establecen libremente la programación de los vuelos dentro del marco normativo establecido en el Reglamento (CE) nº 1008/2008 del Parlamento Europeo y del Consejo, de 24 de septiembre de 2008, sobre normas comunes para la explotación de servicios aéreos en la Comunidad.

En materia de infraestructura terrestre, el Gobierno destaca una inversión de 92,25 millones de euros en la Red de Carreteras del Estado en Almería desde junio de 2018, con 80,57 millones dedicados a conservación y seguridad vial. Entre los proyectos clave figuran:
