El carácter esencial de esta obra queda también reflejado en su inclusión en la Ley 11/2005, de modificación del Plan Hidrológico Nacional, lo que la eleva a la categoría de obra de interés general del Estado. A pesar de ello, y aunque en 2017 el Gobierno del Partido Popular dejó tramitada una DIA favorable, la llegada del nuevo Ejecutivo en 2018 supuso un parón absoluto en el proceso. Como señala ahora el documento oficial, "no se ha procedido a la ejecución del proyecto" en todo el tiempo de vigencia del informe anterior.
El tiempo perdido y las consecuencias
Han tenido que pasar cuatro años desde que expiró aquella DIA para que se haya vuelto a iniciar un procedimiento ambiental simplificado y obtener nuevamente una resolución favorable, lo que ocurrió el pasado 11 de junio de 2025. Si se contabiliza desde la primera autorización de 2017, el retraso asciende ya a ocho años.

Durante todo ese tiempo, Adra y Balanegra han seguido enfrentando los mismos problemas de suministro. El trazado previsto atraviesa los términos municipales de El Ejido, Balanegra y Adra. La conducción está dimensionada para satisfacer una demanda futura de hasta 11.500 m³/día en 2039, y se abastecerá por gravedad, reduciendo el consumo energético. El proyecto contempla medidas de protección ambiental detalladas y ha sido evaluado con criterios de mínimo impacto sobre espacios protegidos como la ZEC "Río Adra" y la ZEPA "Albufera de Adra".

La obra discurrirá soterrada y se ha diseñado para evitar afecciones significativas a la biodiversidad, el patrimonio cultural y el entorno agrícola, predominante en la zona. La nueva resolución considera que el proyecto no requiere evaluación ambiental ordinaria, por lo que allana el camino a su ejecución inmediata.
Un retraso con responsables
El expediente oficial deja claro que la inacción administrativa durante los últimos años ha supuesto un importante retraso para un proyecto vital. Que un Gobierno dejara caducar una autorización ambiental ya obtenida, sin tramitar a tiempo una prórroga o iniciar la ejecución de una obra declarada de interés general, evidencia una falta de voluntad política que ahora se intenta rectificar, tarde y con evidentes consecuencias.
