La paradoja se acentúa: Almería ha sido una de las provincias más castigadas por la sequía desde 2021, pero no ha recibido una atención proporcional en la planificación nacional del agua. De hecho, AEOPAS insiste en la necesidad de un Observatorio Estatal de la Sequía que coordine las políticas hídricas de forma anticipada y basada en datos. El modelo almeriense de desarrollo económico, basado en la agricultura intensiva bajo plástico, ha demostrado su eficacia productiva, pero también su debilidad hídrica. El Campo de Níjar, además de ser zona de sequía prolongada, es uno de los puntos calientes de sobreexplotación de acuíferos en toda Europa, según datos del propio Plan Hidrológico de la Cuenca Mediterránea Andaluza.
A ello se suma un verano que, según las previsiones de la AEMET, será uno de los más cálidos desde que hay registros. Todo el Estado afronta un trimestre (julio-septiembre) con un 70 % de probabilidad de temperaturas por encima de la media. En Almería, esto se traduce en más evaporación, más consumo agrícola y más estrés hídrico... pero sin más agua.

El informe de AEOPAS lanza una batería de propuestas, muchas de las cuales ya parecen conocidas: planes de emergencia municipal, reutilización de aguas, reducción de fugas, digitalización de redes, tarifas ajustadas al consumo real, protección de acuíferos. Pero en la provincia de Almería, la implementación de estas medidas es todavía incipiente o inexistente.
En paralelo, el informe denuncia que la situación de emergencia en zonas como Níjar y el Almanzora no ha desaparecido tras las lluvias, lo que pone de relieve la falta de planificación estructural y la necesidad de diversificar las fuentes de abastecimiento. Almería no puede seguir fiándolo todo a la desalación sin resolver el problema de fondo: un uso del agua que excede sus capacidades naturales.

Mientras las portadas destacan la “normalización” hídrica del Estado, Almería sigue esperando soluciones. El peligro es doble: por un lado, que se dé por cerrada una crisis que aquí sigue abierta; por otro, que se cronifique la emergencia, acostumbrando a la población a vivir con restricciones, camiones cisterna y promesas que no se cumplen.
El informe lo resume con una frase que bien podría ser un titular: “La sequía se gestiona con embalses llenos, pero se supera con planificación y prevención”. En Almería, ni lo uno ni lo otro.

Cuando el agua no brota del grifo, se nota. Pero cuando el agua desaparece bajo tierra, el drama es más silencioso, más lento… y a menudo irreversible. Pero el informe va más allá. Porque Níjar no solo está seca. Níjar está vacía por dentro. Sus acuíferos, antaño reservas estratégicas para el abastecimiento humano y agrícola, están sobreexplotados hasta el agotamiento. Es un escenario de estrés hídrico que, a día de hoy, no tiene vuelta atrás sin una intervención profunda y sostenida.
Una huerta que se bebe su futuro
El sistema mancomunado del Levante Almeriense abastece a catorce municipios con una población residente de casi 87.000 personas. Pero esa cifra palidece frente al volumen de agua que consume el modelo agrícola de la zona. Según el informe, la principal demanda no es urbana, sino agraria, y la mayor parte del agua utilizada procede de acuíferos. El informe no da rodeos: la presión sobre el subsuelo en Níjar es insostenible.

Desde hace años, los técnicos del ciclo del agua advierten de una verdad incómoda: Níjar se riega con agua que ya no se repone, extraída mediante pozos legales... y otros muchos ilegales. De hecho, el Real Decreto 3/2023 establece la obligación de evaluar riesgos y sancionar extracciones no autorizadas, pero en la práctica los controles son escasos y la impunidad abunda.

Mientras otras zonas del Estado han superado la crisis hídrica gracias a lluvias generosas en marzo y abril, en Níjar no ha llovido lo suficiente... y aunque llueva, ya no basta. El ciclo natural del agua subterránea requiere años, incluso décadas, para recuperarse. El informe de AEOPAS lo señala: “La recuperación actual no se explica por transformaciones estructurales, sino por condiciones meteorológicas excepcionales”. Es decir: si no se cambia el modelo de consumo y explotación, la sequía volverá. En Níjar, ni siquiera se ha ido.
Agua salada, pozos vacíos y desalación cara
En muchas zonas del Campo de Níjar, la sobreexplotación ha provocado la intrusión marina, haciendo que el agua que queda en el subsuelo esté salinizada y sea inviable para el riego o el consumo humano sin tratamientos costosos. El acuífero de Campo de Níjar ha dicho basta, y no hay Plan Hidrológico que lo resucite mientras el regadío siga dominando la economía local.

La alternativa más directa —y la única que se está aplicando— es la desalación, pero no está exenta de problemas: los costes son elevados, el impacto ambiental es significativo y la capacidad actual no cubre toda la demanda, ni urbana ni agrícola.
