El informe de fiscalización muestra que, si bien la Consejería de Fomento, Articulación del Territorio y Vivienda anunció en su momento la tramitación masiva de solicitudes, la realidad es que el 80% de las resoluciones en toda Andalucía se firmaron entre los meses de diciembre de 2022 y enero de 2023. Una de las revelaciones más llamativas del informe tiene que ver con los recursos humanos asignados a la gestión del Bono en Almería. En el punto más álgido del proceso, entre junio y octubre de 2022, solo había tres personas encargadas de tramitar las más de 2.600 solicitudes presentadas en la provincia.
Esta ratio –de más de 860 expedientes por técnico– no solo es inasumible desde el punto de vista operativo, sino que pone en cuestión la seriedad con la que se planificó la implantación del programa.
