El Sr Caicedo sabe muy bien que al primer ente al que se dirige un operador portuario, (empresa privada que lleva a cabo las actividad logística en los puertos) es a es a la APA. Le expone lo que pretende y le pregunta qué medidas y exigencias medioambientales, de seguridad e higiene, le exigirá y cuánto dinero tendrá que pagar por hacer uso de sus instalaciones.
Dependiendo de la respuesta, al operador le será rentable o no hacerse cargo de la carga/descarga, de la estiba o del almacenaje de los bienes que se pretendan transportar.

Si el Sr. Caicedo asegura al operador que mirara para otro lado, cuando haga sistemáticos vertidos a la atmósfera y al medio marino, aunque no tenga una Autorización Ambiental de Emisiones a la Atmósfera, autorización que está obligado a presentar a la APA, antes de iniciar la actividad o que la Policía Portuaria nunca le parará la actividad por mucho que contamine porque las cámaras del circuito cerrado de control… como si no estuvieran. Los sensores de control de calidad del aire en el puerto al no estar conectados a la Red de Vigilancia y Control de la Calidad del Aire de Andalucía, es mejor, los datos son opacos. La autoridad medioambiental en Andalucía, también usa el mismo argumento “que ellos no pueden hacer nada”, en palabras de la Delegada territorial Doña Aránzazu Martín. La actividad pués se llevará a cabo en estas ilegales condiciones.

Sr. Caicedo, usted puede hacer mucho. Lo primero velar y garantizar que se cumpla la ley. Al ser el máximo responsable del puerto de Carboneras sabe que opera ilegalmente desde su terminación y ampliación. Se comenzó la construcción de los muelles de Rivera I y II sin la preceptiva Evaluación de Impacto Ambiental y se puso en funcionamiento en 2011 sin la obligada Autorización Ambiental Unificada.

La ampliación del puerto con la construcción de un Duque de Alba, finalizado en 2016, corre la misma suerte. No tienen la preceptiva EIA, ni la AAU, esta última imprescindible para que pueda ser operativa esa instalación. Esto quiere decir que al no evaluar las posibles afecciones en el medio natural y en la salud de las personas, no sabemos a qué riesgos nos enfrentamos ni que medidas correctoras se podrían tomar. No es solo una cuestión administrativa, es un instrumento de control.
Pero además, la APA hace la vista gorda ante J. Ronco y Cía. al no exigirle la Autorización de Emisiones a la Atmósfera, obligatoria para hacer esa actividad con graneles.

Sr. Caicedo, cada vez que usted hace público, con evidente satisfacción, los aumentos en miles de toneladas, que se han cargado por el puerto de Carboneras y los buenos resultados económicos de su gestión, para nosotros, los Carboneros, es una motivo de tristeza. Detrás de esas cifras hay miles de camiones transitando diariamente por una joya única, el Parque Natural de Cabo de Gata-Níjar, transportando hasta su puerto los áridos o el granel que toque. Decenas de buques en las inmediaciones de aguas protegidas. Toneladas de vertidos a la atmósfera y al medio marino. Piense en ello, por favor, cuando vuelva a hacerlo.

Sr. Caicedo, su puerto está en medio de nuestro desarrollo, al norte el Pueblo de Carboneras, al sur, al este y al oeste el Parque Natural Cabo de Gata-Níjar. Es nuestro futuro, el que ahora mismo nos puede salvar de esta situación, el que más puestos de trabajo genera en nuestro pueblo.
Su puerto no da nada a Carboneras, es una lacra, un freno a su desarrollo. No paga ningún tipo de impuesto municipal, los operadores que trabajan en el tampoco, no genera empleo, todo es subcontratado, colapsa la carretera de acceso a nuestro pueblo y contamina el parque natural. Los buques graneleros son de los más contaminantes. Sus sistemas propulsores y de generación eléctrica son altamente ineficientes y contaminantes. Su actividad a las puertas de un núcleo urbano y de un Parque Natural Marítimo y Terrestre, con múltiples figuras de protección, son incompatibles.
