Entre las actuaciones previstas con cargo al programa DUS-5000 están las instalaciones de generación eléctrica renovable para autoconsumo; proyectos singulares locales de energía limpia; movilidad sostenible; mejora del confort térmico de instalaciones municipales; electrificación de flota y mejora de la eficiencia energética del alumbrado público.
Originalmente, el programa DUS-5000 estaba dotado con 75 millones de euros, pero despertó tanto interés que, al poco de abrirse la convocatoria, en noviembre de 2021, su presupuesto se incrementó hasta los 325 millones de euros.

En noviembre de 2022, se habilitó una nueva y última ampliación de presupuesto en 350 millones de euros adicionales con el objeto de poder atender una buena parte de las solicitudes que se encontraban en lista de espera.
