Esto significa que el beneficiario final de más de la mitad de los fondos europeos es una entidad local (24%), una comunidad autónoma (11%), un centro de I+D+i (9%) u otra entidad u organismo público (9%). El reparto de los fondos europeos se realiza mediante un proceso de cogobernanza entre la Administración General del Estado (AGE) y las comunidades autónomas (CCAA). La AGE ha resuelto el 82% de las convocatorias de ayudas y licitaciones y las CCAA el 18% restante. El volumen total de fondos europeos que se espera recibir en España asciende a 160.000 millones de euros, de los cuales 69.500 millones son subvenciones a fondo perdido y el resto préstamos.

El sector privado ha mostrado su decepción por el escaso acceso a los fondos europeos, que considera insuficiente para reactivar la economía y generar empleo.
