El presupuesto va a permitir el lanzamiento del Fondo de Transición Justa con una inversión de 20M€ en Almería. Partida destinada a impulsar el desarrollo industrial en zonas afectadas por el cierre de centrales térmicas de carbón. También se invertirán 3,3 millones en la restauración de explotaciones mineras en desuso y algo más de 1,3 millones de euros para programas de impulso de los planes de cadena de valor en el marco del plan CRECE Industria. La Oficina Técnica de Macael contará con una inversión inicial de 20.000 euros.
En Justicia contaremos con 1.846.354M€ para la sede judicial de Huércal-Overa, y 285.214€ para la redacción del proyecto de la nueva sede judicial de Roquetas de Mar.

Sostenibilidad
La política medioambiental es uno de los ejes de la gestión del Gobierno andaluz. Desde 2018, los fondos destinados al medio ambiente y la lucha contra el cambio climático han aumentado en un 56%. “En Almería estos presupuestos van a favorecer la conservación de enclaves medioambientales, mejorar la gestión de los residuos y fomentar la Economía Circular y la Azul”, ha detallado el consejero.

Ramón Fernández-Pacheco ha explicado que “vamos a llevar a cabo la recuperación y adecuación del Parque Forestal del Boticario con una inversión de 3,42M€. Pero es que también vamos a actuar en la restauración de hábitats de interés comunitario en el ámbito litoral del Parque Natural Cabo de Gata-Níjar, lo que contará con una partida de 600.000 euros y la restauración de las Salinas de Cabo de Gata, con un montante de 1,6M€”.
Habrá partida presupuestaria para la mejora de las Albuferas de Adra, con un proyecto inversor de un millón de euros. La mejora funcional y dotación interpretativa del Centro de Visitantes de Laujar de Andarax contará con más de medio millón de euros, y la reparación de los pantalanes del Puerto de Roquetas de Mar se llevará a cabo con una partida de 300.000€

Otro de los aspectos en los que ha incidido el consejero de Sostenibilidad ha sido en la inversión de más de doce millones de euros en el sellado de los vertederos de Cuevas del Almanzora, Berja, Albox, Líjar y Castro de Filabres y la inversión de 200.000€ para la redacción del proyecto de la nueva planta de tratamiento de residuos sólidos urbanos de la ciudad de Almería.
Fernández-Pacheco ha concluido su intervención aseverando que “las andaluzas son unas cuentas serias, realistas y responsables pese a la falta de lealtad del Gobierno de Pedro Sánchez, que no ha tenido a bien comunicar las reglas fiscales que aplicará en 2024 ni exponer a cuánto ascienden las entregas a cuenta, es decir, los fondos con los que vamos a contar”.

Agricultura
La consejera de Agricultura, Pesca, Agua y Desarrollo Rural, Carmen Crespo ha puesto en valor que el Presupuesto de la Junta de Andalucía (PJA) para 2024 que asciende a 3.415 millones de euros en el caso de la Consejería de Agricultura, Pesca, Agua y Desarrollo Rural, “con un incremento del 11,6% del Presupuesto consolidado, suponiendo el 24,5% de la inversión pública del total del Presupuesto”.

Crespo se ha mostrado “muy satisfecha con estas cifras, que nos convierten en la consejería con más capacidad inversora de la Junta de Andalucía tanto en el conjunto de la comunidad autónoma como en la provincia de Almería”. La consejera ha puesto el foco en Almería, donde el gasto provincializado asciende a 139,5 millones de euros, lo que supone el 34,6% del total de la inversión provincializada de la Junta de Andalucía para 2024”. Ha hecho hincapié en que “más de uno de cada tres euros que invierte la Junta de Andalucía lo hace en políticas de esta consejería en el territorio provincial almeriense”.

En materia de desalación, los presupuestos contemplan, aun no siendo competencia del Gobierno andaluz, la conexión del agua desalada con el 70% de la población del Poniente almeriense a través de los proyectos de roquetas, que están ya en ejecución, y de El Ejido, con obras que comenzarán antes de que finalice 2023. Contempla también los estudios para acercar el agua desalada desde la desaladora de Carboneras a la Venta del Pobre para que el Estado acometa esta obra. Precisamente al Gobierno de España le ha solicitado que duplique en sus Presupuestos Generales del Estado la capacidad de las desaladoras de la provincia, que son de su competencia.

Crespo ha indicado que “los terciarios adquieren un gran protagonismo, como nueva e importan fuente hídrica para los regantes, gracias a la apuesta decidida por las aguas regeneradas, con la inyección de 28 hectómetros cúbicos en 2024, que se suman a los 12 que incorporamos desde El Ejido y Roquetas de Mar”. En este sentido, los PJA de 2024 contemplan estas infraestructuras para aportar aguas regeneradas desde las Estaciones Depuradoras de Aguas Residuales (EDAR) de Vera, El Toyo, El Bobar, Mojácar, Cuevas del Almanzora, Balerma y Adra.
En materia de depuración, Carmen Crespo ha reseñado las ampliaciones de las EDAR de El Ejido, Adra y Roquetas de Mar, la finalización de las obras de la EDAR de El Cautivo, así como el inicio de las obras de la agrupación de vertidos y EDAR de Mojácar, con influencia en todo el Levante almeriense; la EDAR de Fondón, colector del Medio Andarax y EDAR de Alhama de Almería, con la EDAR de Adra-Guainos-Alcazaba en proceso de Autorización Ambiental Unificada (AAU), así como otras EDAR como las de Abla, María, Vélez Rubio, la de Cabo de Gata en tramitación de su AAU y las de las barriadas de Huércal-Overa en programa.

Los PJA de 2024 también contemplan la finalización de las actuaciones en marcha de restauración de los grandes ríos de la provincia, con los proyectos del Medio y Alto Almanzora, la cabecera del río Andarax y el río Antas, que absorbe la mayor cuantía, por su complejidad, con 6 millones de euros. La consejera ha calificado como “estratégicas y fundamentales” las ayudas para el relevo generacional en el campo destacando que Almería es la primera provincia en España en esta materia, muy por encima de la media con un 9%. En este sentido, Crespo ha recordado que “ya hemos incorporado más de 800 jóvenes almerienses, 4.000 en Andalucía, al sector agrario y tenemos para 2024 un presupuesto provincializado que asciende a 19 millones de euros”. El objetivo, como ha detallado, es incorporar a 200 jóvenes más con el nuevo presupuesto en Almería y 1.000 en el conjunto de la comunidad autónoma, además de bajar dos puntos más el índice de envejecimiento.
Estas ayudas, como ha explicado, “se complementan con las de modernización de infraestructuras agrarias, que en este PJA de 2024 casi se triplican, con un incremento del 153% situándose en 39,9 millones de euros para la provincia”.

Finalmente, de los presupuestos para la Consejería de Agricultura, Pesca, Agua y Desarrollo Rural, la consejera ha recalcado que “Almería se beneficiará en un alto porcentaje del apoyo a los sectores productivos con, por ejemplo, 6 millones de euros para la modernización de nuestra agroindustria, con actuaciones en el Smart Green Cube del Polo de Innovación, por ejemplo”. En materia agrícola también ha destacado las ayudas Agroambientales, con un presupuesto para 2024 de 124,3 millones de euros y, como ha explicado Crespo, “con especial incidencia en el norte de la provincia de Almería para el almendro y la ganadería”.
Respecto al sector pesquero, cabe destacar el refuerzo de la inspección pesquera y la dinamización del Centro Náutico Pesquero de Almería, a través del Ifapa. Sumando también más fondos para la diversificación y transformación de la pesca y la acuicultura, con 1,6 millones de euros. A lo que se suman casi 2 millones de euros para los Grupos de Acción Locales del Sector Pesquero del Poniente Almeriense y de la Costa de Almería.

Crespo ha señalado que los PJA de 2024 recogen la construcción del nuevo IES Las Salinas, en Roquetas de Mar, la continuación de la construcción del CEIP Bahía de Almerimar, la ampliación del IES Al-Bujaira de Huércal-Overa y el IES Los Ángeles de la capital, además de la redacción de los proyectos de los nuevos IES de El Ejido y Las Marinas, en Roquetas de Mar. Además, prevén mejoras en el CEIP Pedro Mena y el IES Gaviota de Adra, la adecuación a C1 del CEIP La Paz de las Norias -ya en construcción-, en El Ejido; la ampliación y mejora del IES Sol de Portocarrero de La Cañada de San Urbano -en construcción-, la ampliación y reforma del CEIP Europa Ramos Santander de Almería y la ampliación del IES Murgi de El Ejido, ambos también en construcción. Sin olvidar los más de 20 millones de euros que se van a destinar a Aulas Digitales Interactivas.

La Consejería de Turismo, Cultura y Deporte invertirá un presupuesto provincializado en Almería en 2024 de 7 millones de euros. Crespo ha explicado que “las actuaciones están dirigidas a seguir mejorando los principales monumentos de la provincia”, con una inversión de 2 millones de euros para la mejora del Castillo de Vélez Blanco, que se enmarca dentro de un convenio firmado con la Consejería de Agricultura, Pesca, Agua y Desarrollo Rural; 1,7 millones de euros para mejoras en la Muralla Sur de la Alcazaba de Almería o la incorporación de Los Millares para su puesta en valor científica a través de la Universidad de Granada. A ello se suma 1,2 millones de euros para Almería capital dentro del Plan Turístico de Grandes Ciudades.
